Excellent idea, but about the implementation, why can't the reason be mandatory for all ratings?
To be fair, if your intention is to curb the knee-jerk ratings, why should someone be freely allowed to give a 10 rating to a map, just because they're the only one to finish?

That's a wise decision, and avoids having the useless 'that's cool' positive reviews clogging the map testers queue.
But, unless you're thinking in a map makers contest based on the ratings , wouldn't it be simpler to just add an opinion to a map, without having to give it an arbitrary rating, such as this example: !rate players are spawning under the ground ?
