This resource is the evolution of the old I made. Besides changing weather randomly, it can now define the minute duration of the server, as well as changing the starting vehicles each race.
So basically it's a hodgepodge of small scripts (some of them readily found in the forums), with the purpose of providing an extra element of surprise to the races, especially when the chosen weather is rain and the assigned vehicle is the Super GT!
This resource is at your disposal , and the available options are:
Weather options
* Change weather randomly [true/false]: Tells the server to change weather each race (or do nothing).
* Weather change delay [miliseconds]: How long should the server wait before changing the weather, after race start.
* Smooth weather transition [true/false]: Choose between immediate weather change, or a smooth transition for 2 in-game hours.
* Show forecast [true/false]: If enabled, a small text telling the weather conditions will appear in the chatbox.
* Forecast delay [miliseconds]: How long should the server wait before displaying the forecast, after race start.
Time options
* Minute duration [seconds]: Sets the real-world duration of an in-game minute. The default is 1 second (one in-game minute lasts one second).
* Synchronize real time [true/false]: Sets whether in-game time should be synchronized with the server's time. Enabling this option will override the minute duration to 60 seconds.
* Randomize race start time [true/false]: Sets whether ingame time should be randomized on each race start.
Vehicle options
* Randomize spawnpoint vehicle models [true/false]: Sets whether spawnpoint vehicle models should be randomized on each race start. The selection process is based on a list of similar vehicles; for each spawnpoint it looks for a list that contains that model, then chooses a random model within that list.
* Randomize vehicle change checkpoint models [true/false]: Randomizes the vehicle model for checkpoints with vehicle change. Unlike spawnpoints, the vehicle selection is allowed to diverge on each checkpoint.
* Randomize vehicle change pickup models [true/false]: Sets whether pickup vehicle models should be randomized on each race start.
* Repair aircraft on vehicle change [true/false]: Sets whether to repair the aircraft after a vehicle change pickup or checkpoint.
Any questions or suggestions are appreciated.
ETA: Added a new option in an attempt to avoid the aircraft vehicle change bug; in some occasions, players' aircraft spawns with the engine damaged even though their health is nearly full. Selecting this option will repair vehicles, when they change into airplanes or vortex.

Only one suggest adi, for the vehicle random: for now put it to False.
I spoke with Kindswinth... if you remember, i strongly suggest a specific car-list for EACH map.
I have enough patience + madness to do that.
I can do it... but ONE time for all, no more! So, as long we can do that, "use me".

Update with three new options:
Time options
* Randomize race start time [true/false]: Sets whether in-game time should be randomized on each race start. Will only work if the option to synchronize with server time is disabled.
Vehicle options
The random vehicle function has been extended to vehicle change pickups and checkpoints alike. However, the random model can be different for each pickup/checkpoint, unlike with the spawnpoint model.
* Randomize vehicle change checkpoint models [true/false]: Sets whether checkpoint vehicle change models should be randomized on each race start.
* Randomize vehicle change pickup models [true/false]: Sets whether pickup vehicle models should be randomized on each race start.
* Repair aircraft on vehicle change [true/false]: Sets whether to repair the aircraft after a vehicle change pickup or checkpoint.

New version up! It adds a few effects that can be applied to each race's winner.
Options are:
Victory Effects
* none: No effects applied;
* inferno: The race winner is set on fire;
* popcorn: Rocks start popping around race winner;
* fireworks: A few sparks are lit;
* spin: The winner's vehicle starts spinnign;
* dancer: A strip dancer appears over his vehicle;
* andromada: His vehicle is changed into Andromada.
* random: A random effect is chosen on each race.
PS: Regardless of the chosen setting, any player named [SKC]Yoda will receive upon his victory, a dancing Hitman!
