yooo,
ever imagined how to get rid of that shitty 25-fps lock @ mta? okay listen up and do the same as i write down here.
you have to download this programm,

to some the virus scanner says, it's a virus, but that's because it changes your gta settings.
when your done downloading, open the .rar or .zip file. in it, you see one map called: SAPT3, open it.
then u got a readme, a DRUG.CREW.url, and 2 exe programm's.
open: sapt3 single.exe
i also recommend to put this one file apart, cause acctually it's the only thing u need, the rest u can remove from ure computer.
when u opened sapt3 single.exe u should see the following screen:
now, just let this programm run, and open up mta. get into ure most favorite server, obviously the SKC server, and press one of these hotkeys:
Lock frame limiter to 30 - CTRL+ALT+3 Lock frame limiter to 40 - CTRL+ALT+4 Lock frame limiter to 50 - CTRL+ALT+5 Lock frame limiter to 60 - CTRL+ALT+6 Reduce specular lighting - CTRL+ALT+S Disable motion blur - CTRL+ALT+M Disable heat haze effect - CTRL+ALT+H Enable realistic shadows - CTRL+ALT+R Disable dynamic shadows - CTRL+ALT+D Set draw distance to low - CTRL+ALT+L Set draw distance very low - CTRL+ALT+V
i recomment using the 40fps, but for slower computers 30 will be just fine.
i hope this is verry usefull in the future.
current results:
People with internet that's working fine, got no lagg at all, or a little tiny bit, but laggers stay laggers.
use this at your own risk.
got this off the XIII site and it works!

Getting more than 25 fps makes you faster so its cheating, and if you get more than 25 fps, console kicks you for 'suspected cheating'

I haven't tried it online, since i don't want to get banned, but in singelplayer there is not speed up of the game, it runs at normal speed, so basicly it just gives you more fps. But it might not be 100% accurate with other players when playing online, so this one has to be tested first.

in single player its ok because u dont have frame limiter on (unless u set it), but in MTA is cheat

i ran my own server just there (on ma pc) and used this, didnt seem to make any diff, i was pulling about 50fps but the car didnt seem to go any faster?? maybe it makes ppl pulling 25fps go slower?? anyhoo i wont be using this on any real server.

I daresay there's little doubt that having different frame rates does effect the individuals comparative speeds, as can be shown often in MTA:DM where the frame limiter is defined by the server. I personally have a good computer and therefore tend to stick close the the limit defined (47 being the case in one of the more significant racing servers) and it is incredibly noticeable how much faster I am compared to players with less powerful computers, especially at the start.
Whether having a good frame rate makes you faster, or if its just having a bad one makes you slower is somewhat irrelevant, MTA Race is unchangeably Frame Limited by default, and to use an external program to get around this is surely cheating.
That being said SAPT is a fantastic tool, and I would greatly recommend using the Multiplayer version of it
