it requires you only about 150 euros investment, new gpu.
look for ati radeon 5770 or if you can find 4870 under 100, that would be nice. no need for better. i have 4870 512mb, and it runs iv max res and high/medium settigns near 50fps, usin sum tweaks, and intel e8500 @ 4,1ghz.
you could also try clockin ure cpu, but i quess thats sum oem board w/ those options disabled...

You should start by putting a graphics card in it. Right now you have an on-board card with a dedicated memory of 32mb. A Sapphire Radeon HD 5770 1GB is probably the best bang for the buck right now.
Your CPU isn't that bad actually but it could do with some overclocking. Is this a brand pc or custum made? PC's like Dell, HP, etc... generally don't overclock very well because they use inferior components. Especially the motherboard is important. Right now your CPU runs at 2.3 ghz, but for GTA IV you should be looking at around 3 ghz to run it smoothly.

Whats overclocking? I bought this PC straight from 'PC World' (UK PC Shop) brand new and i didnt open the case or touch anything.
Thanks for the graphic card suggestions btw, Sapphire Radeon HD 5770 1GB seems to be around £115. Would installing graphic cards be easy? can i do it my self? or should i pay someone to do it lol

It's easy enough when you know what you're doing. You just have to put it in the right slot and connect the cables. Just make sure you don't carry any static energy or you might kill the card or motherboard circuitry.
Overclocking means that you run your CPU at a higher clockspeed. Effectively making it run faster as if it were a higher-end CPU. This is completely free and can give you a significant improvement in performance. To do this you need to make some changes in the Bios. It really depends on your motherboard wether you can do this or not.
To check what motherboard you have, download this and look under the tab mainboard.

HD5770 = DX11, performs roughly the same a s a 260gtx and consumes 50% less.

ati Vs nvidia is a never ending war. Like amd Vs intel I have nvidia geforce 9600GT. Bit old, but still good enough. This is my third videocard. I have only nvidia and did not cause disappointment.

Zotac GTX260 896mb 216sp OC edition, was on special offer at Aria.co.uk for £109.99, but if this is a virgin store-bought PC then how will your power supply cope?
You will need a 600watt PSU atleast to handle these new gfx cards, your PSU is probably in the top of the case at the back wth all the wires coming out of it, its the yellow and black 12v wires with 4pin pulgs on the end youre interested in, how many free have you got, and what power rating is the PSU?
If you have around a 600w supply, and free 12v connectors then you might get away with it, if you have a good psu it would come with plenty of graphics card connectors, but im guessing not, otherwise you need this:
http://www.maplin.co.uk/images/Full/a42cx.jpg
Also worth mentioning you will probably have to move stuff to fit the card physically in the case, they are so long these days you cant have your drives mounted at the same height, not a big problem, but can be a hassle if you havent got much space [im guessing you have a full size case?] I only have 1x HDD and 1x DVD-Rom so its not a problem for me.
One final note, that Computer you have is pretty good, cant believe its got onboard graphics killing it, if your motherboard has a PCI-E 16x graphics slot.....USE IT!!!
