Where can I find a pingkicker Resource because when someone is in my server and he is have 300 ping but limited is 150, he needs to be kicked.

http://www.lua.org/ Learn the basics of lua(if-statements, loops, tables, array's, functions). lua itself is very basic and you'll learn all this in a couple of hours. When you're done with that, you can move on to MTA-lua, wich features events and a lot of other easy crap.
