From the ReadMe.txt:
GTAShrinker
-------------
This handy util reduces the size of gta3.img and gta_int.img by over 50%,
which may help reduce the lag-stutter type effect on some maps.
To use:
1. Unzip and double clicky on GTAShrinker.exe
2. Check the GTA:SA Directory box is correct
3. Click 'Shrink'
4. Wait till its done
5. Close GTAShrinker
6. Play MTA and marvel at the chunky textures
To Unuse:
1. As above, but click on 'Restore' instead of 'Shrink'
Results may vary depending on your setup

Well, there was a problem under certain conditions, but I've fixed it now.
Re-download the zip and try again, if you can be bothered.

Ok, I have come up with a test to show you how shrinking your textures
may smootherize the game:
Download a laggy map, e.g. and put it in your MTA map editor directory:
i.e. MTA San Andreas\mods\map_editor\maps
Using the standard files, play the race in the map editor and note the number
of stutters. Then exit the game, change to the shrunken files and play the race again.
My results were:
Standard:
lap1: 3 biggies and a couple of smallies
lap2: 2/3 biggies and some smallies
Shrunk:
lap1: 3 biggies and a couple of smallies
lap2: none
In fact with the shrunk version, I could run the race again and play both laps with no stutters.
So there you go. It helps my setup a bit. I really couldn't give a toss if anyone used
this utility really. I am only sharing it to legitimize my use of it. xD

Right click->'Run as Administwator'
Edit: Hang on, I thought you had a super-gaming-rig. You shouldn't be needing this

runnin an old 8600GT atm my new GTX470 had to go back after it broke down in 2 weeks lol
Still nowt as admin im on 64 bit version of win7
