I didn't tried this meta edit method but you CAN remove the FPS limiter with SAPT3.
It's a mod and not allowed but IMHO not ban worth-able.

| Pretty sure this guy is the fag named "CHEATER" thats been on the server he had a serial along the lines of "ICANTDOITWITHTHISSERIALDAMN" saw him get banned then he was back on the server within minutes with a different serial starting with "WTFXXXXXXXXXXXXXXXXXXXX" is there not a way we can perma freeze this guy if we cant keep him banned?

now he changed it to 107.+.+.+
always do /alias on him if it's only...if its only 1 nick first time used seconds befor ehe joined its hin again
