my name is Maxim. I live in Russian Fidereshion .Good know English and I am 17 years old ,I study in grade 10 I like DD server and particularly liked the SKC server.Я want to apply to become an administrator SKC server.

Yea exactly, how do we know it's you. It is a random person from google.

Take a picture of yourself and in the picture please hold a sock in your left hand and have a black shoe on your head. This way there will be no doubt that it is you.

We need to establish your identity in order to make sure that you:

1) Are old enough
2) Not somebody that we know to have applied in the past

The only feasible way of doing this, we found, is to ask the applicants for their picture. Obviously to prevent applicants from taking random pictures from internet or doing some Photoshop, we ask you make the photo unique. This way we know it really is you and you are not pretending to be somebody else.
